An additional two individuals have been arrested related to a theft at London's Heathrow Airport in which over twenty individuals sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area for suspected robbery and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both are still being held, the force said.

The arrests follow a probe into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. Five people were taken to the hospital for treatment and have since been released.

Police detained a 31-year-old man for suspected theft and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were called at about 08:10 GMT following reports of several individuals injured by an irritating chemical thought to be pepper spray.

The assault - an event that police said was a standalone incident and not being treated as an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 car park for a short time.
